Biocides Europe 2024

David has recently retired after 35 years in global legislative processes, and a wide range of experience of EU biocide committees, working groups and technical workshops. In addition to his recent role as Senior Regulatory Analyst in Chemical Watch he worked for just under 20 years at UK HSE (UK Competent Authority for Biocides) as well as 7 years in industry and 5 years as a consultant.

Paul was appointed Head of the Biocides Competent Authority in Austria and Deputy Director of the Chemicals and Biocides Department in the Ministry for Climate Action in 2014.

Marta works in Unit E4-Pesticides and Biocides in the European Commission's Directorate General for Health and Food Safety (DG SANTE). She joined the European Commission in 2019.

Joost is Chair of the Biocides Products Committee and was previously team leader of the Biocidal Products Team and process coordinator for Union Authorisations. He worked on biocides for almost 10 years at the Dutch competent authority. During that period he worked in a number of roles, among others as project manager for biocidal products, chair of the Coordination Group and he was also a Seconded National Expert at ECHA. He holds a Ph.D. in medical biology.

Boris' journey in the biocides field started 15 years ago at the Belgian Competent Authority. In 2019 he joined Biocides for Europe, a sector group of Cefic, which represents the biocides industry in Europe, and has led Biocides for Europe since 2023.

Ana I. Sánchez is a Senior Consultant in Ramboll. Within this role Ana oversees, implements, and manages projects concerning chemical substances within the Environment & Health division of Ramboll. Ana’s main focus and expertise is to support companies sited in Spain, Portugal and EU to fulfil their obligations under REACH, biocides and other regulations.

Working at the German Federal Institute for Risk Assessment since 2006 Vera is head of the Unit ‘Steering and Overall Assessment Biocides’ in the Department ‘Safety of Pesticides’. Her specialist expertise is in the field of toxicological evaluation of biocides and plant protection products as a European Registered Toxicologist.

Since 2022, Dr. Engelbrecht has advised PETA Science Consortium International e.V. on regulatory toxicology, focusing on the EU’s REACH regulation, plant protection, and biocidal products regulations, among others. She actively represents the Consortium in key EU-level stakeholder meetings, including with the European Food Safety Authority and the European Chemicals Agency.

Angela (Dr. sc. ETH) is a Co-CEO and partner of HF Partners, a Swiss-based research institute, consultancy and service provider for organizations and authorities to address the challenges associated with risks to security and safety. Their mission is to offer effective and pragmatic solutions to make better decisions and to communicate better about risk and uncertainty.

GLP Facility Manager of the Biocidal Products Division of Eurofins BioPharma Product Testing Italy. He has gained a solid expertise on efficacy assessment of disinfectants. He is also member of the European Committee CEN TC 216 that establishes standardized methods of test and requirements for the antimicrobial efficacy of chemical disinfectants and antiseptics.

Jana-Alina joined the Federal Office for Chemicals at BAuA in 2022 as a regulatory officer. Her role involves overseeing regulatory matters and inquiries related to the approval process for biocidal products. Since last year, she has primarily focused on disinfectants. Jana-Alina is chemist holding a PhD in inorganic chemistry.

Ingrid Hauzenberger, MSc Tox is toxicologist with in depth experience in the field of regulatory risk assessment. She holds a Master degree in toxicology from the Medical University of Vienna. She is involved in risk assessment and evaluation processes for Biocides and REACH as well as for the UNEP- Stockholm Convention on Persistent Organic Pollutants. Her expertise covers human health hazard identification, hazard characterisation and risk assessment of biocides and chemicals. She worked and led enforcement projects on behalf of the Austrian Ministry for biocides as well as on monitoring of biocidal substances such as rodenticides in the environment. Currently she is a flexible member of the EU BPC working group on Toxicology for biocides and the Austrian Society of Toxicology.

Eugen is senior scientific officer in the chemical safety unit, dealing with inspections & enforcement for the State Government Services in Vorarlberg. He is the Austrian Member of the ECHA FORUM & also appointed chair of the BPR Enforcement Forum. He has 20+ years experience in national & international regulatory issues on chemicals in the context of implementation, enforcement & regulation setting.

Ali Qadari has been actively involved in biocides legislation for over ten years at the Belgian Federal Biocides Unit in Brussels. With extensive experience, Ali serves as the Single Point of Contact (SPOC) for inspections with the Federal Environmental Inspectorate, providing legal advice to inspectors on biocides-related issues. In addition to this role, Ali manages a key data monitoring project focused on tracking the flow of dangerous biocides on the Belgian market, contributing to enhanced oversight and public safety.

Erik left ECHA, where he had been Chairman of the Biocidal Products Committee since 2009, in July 2023 and started a consultancy in the field of biocides, specialised in the Biocidal Products Regulation.

Francesca holds a Master’s degree in Law with a specialization in European Union Law. She has extensive experience in regulatory affairs of cosmetics, medical devices, and consumer products. She has gained educational and professional experience in Italy, Belgium, Poland, and Russia. In her most recent job, she was holding a position as Regulatory Intelligence consultant leading the research on cosmetics regulatory updates.

Marko Sušnik is an advisor for chemical law and chemical policies. He is involved with REACH, CLP, national chemical law, nanotechnologies, biocides, pesticides and fertilizers. At the European level he works in numerous expert groups related to chemicals. His work is very much focused on the impact of European legislation on SMEs. From his professional training he is a chemist, specialized on organic chemistry and organic technologies. He finished his chemical education with a PhD in chemical engineering. 

Ankur has worked in biocides industry for over 15 years. He has held various positions focusing on approval of biocidal active substances and authorisation of biocidal products, including working for the UK Health and Safety Executive (HSE) as well as the industry. In his current role at Ecolab, Ankur is managing a large portfolio of biocidal active substances where he is actively partnering with the authorities, trade associations and consortia. Ankur holds a chemistry degree (B.SC hons) from University of Bradford, UK.

Dr. Daniela Fruth works as an Expert Product Compliance at providing SUSONITY Commercial GmbH regulatory and toxicological support for insect repellent active and products in various regions.

Deirdre brings over 15 years of experience in the global chemical, cosmetic, and biocide sectors. She has developed her expertise in EU biocidal products regulation through her previous role as Head of Biocides at a service provider and her current position as Manager of Product Compliance at Merck KGaA Electronics – Surface Solutions.

In 2021 Daniela joined knoell as regulatory affair manager for biocidal products. Since 2013 she has managed projects aimed to Biocidal Products authorization, offering support from the data gap analysis to the product authorization. Due to her previous laboratory experience, her expertise on Biocidal products covers both the testing and the regulatory aspects of the projects.                                         

Martijn is specialised in developing and implementing chemical management strategies with a focus on biocidal actives and product (including use of digital tools), advocacy/issue management, regulatory & toxicological (team)leadership, safety risk assessment, regulatory product compliance, sustainability and innovation support.

Marcel has over 25 years of experience working in the specialty chemical industry, consultancy and governmental agencies. He joined ERM in 2021, where he supports clients in providing regulatory awareness and strategic advice on biocidal product authorisation and active substance approval under the EU - Biocides Regulation (BPR) and national (transitional) biocides legislation.

Seth Goldberg focuses his practice on a broad range of chemical regulatory, environmental, and life sciences matters. His chemical regulatory practice is built on an understanding of federal and state regulatory programs, including the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), the Toxic Substances Control Act (TSCA), and California Proposition 65. He also has experience with regulatory regimes in other jurisdictions, such as biocides, plant protection products, and general chemical regulation (REACH) in the European Union, as well as similar programs in China.

Alette has been working at the Dutch Competent Authority (Ctgb) for almost 12 years. Her responsibility is now as Senior Project Manager Biocides, where she manages dossiers for multiple active substance applications from backlog/review programme, as well as new actives and renewals.

Koen’s practice focuses on EU regulatory, business and competition law, with an emphasis on chemicals, pesticides, biocides & cosmetics. He is specialised in solving the antitrust issues potentially arising in these areas.
