Senior Policy Director, American Fuel and Petrochemical Manufacturers

Jerry Couri, is the Senior Policy Director for the American Fuel and Petrochemical Manufacturers, having joined AFPM at the end of October 2024. Prior to AFPM, Jerry spent 35 years working in the House of Representatives, the final 23.5 years at the House Energy and Commerce Committee.  While at Energy and Commerce, he advised Republican leaders, and rank and file members, on legislation and regulatory matters affecting most of the major federal environmental laws, as well as science and regulatory policy.  

He has had a front row seat to or hand in major changes to environmental, health, energy, and consumer protection laws for more than 2 decades, including the 2002 creation of the statutory Brownfields and small business liability relief programs under the Comprehensive Environmental Response, Compensation, and Liability Act; the 2005 rewrite of Solid Waste Disposal Act, Subtitle I, dealing with leaking underground storage tanks; creation of the Chemical Facility Anti-Terrorism Standards Act program in 2006: the enactment of the Consumer Product Safety Improvement Act  of 2008; several changes to the Safe Drinking Water Act, including lead notification and response after the events in Flint and the 2018 reauthorization amendments; and the TSCA Title I Amendments of 2016.
