Chief of the Chemical Risk and Reporting Enforcement Branch (CRREB), Office of Civil Enforcement, Office of Enforcement and Compliance Assurance, US Environmental Protection Agency

James is the Chief of the Chemical Risk and Reporting Enforcement Branch (CRREB) in the Office of Civil Enforcement within EPA’s Office of Enforcement and Compliance Assurance. CRREB is responsible for managing and directing the national enforcement programs under the Toxic Substances Control Act, Section 112(r) of the Clean Act Air, Section 103 of the Comprehensive Environmental Response, Compensation, and Liability Act, and the Emergency Planning and Community Right-to-Know Act. James manages a staff of technical and legal experts who provide support for cases and investigations initiated in EPA regions in addition to developing and prosecuting civil cases out of headquarters. His branch also has responsibility for planning and setting priorities for enforcement activities, developing national enforcement policy and guidance, and participating in Agency rulemaking efforts. James’ previous job was serving as the Chief of the Pesticides and Tanks Enforcement Branch in the Office of Civil Enforcement. Before that, James served as an attorney in EPA’s Office of Site Remediation Enforcement. James has a B.A. in biology from Cornell University and a J.D. from Temple Law School.
