Reza Zarghamee advises U.S. and international clients on a vast array of environmental matters, including the strategies for performing compliance audits, settling liabilities with governmental and private parties, and devising remediation strategies. Mr. Zarghamee has counseled multiple domestic and international companies regarding Toxic Substances Control Act (TSCA) compliance, involving:

  • TSCA Section 4: Test rules
  • Section 5: Pre-Manufacture Notifications and Significant New Use Rules
  • Section 8: Chemical Data Reporting and Risk-Reporting
  • Sections 12 and 13: Requirements for Exporters and Importers of Chemical Substances
  • Section 403: Lead-Based Paint
  • 40 CFR Part 761: Polychlorinated Biphenyls

His clients have included fluoropolymer manufacturers, petroleum refineries, chemical trading companies, and real estate development companies. Besides helping clients comply with their obligations under TSCA, Reza has represented them in enforcement actions and settlements arising from non-compliance with TSCA requirements. He also practiced for three years in Pillsbury’s San Francisco office (2009-2011), where he represented clients with businesses in California regarding Proposition 65.
