Sylvain Bintein

REACH and CLP Team Leader, European Commission

For the past 15 years, Sylvain has been employed at the European Commission as the team leader and policy co-ordinator of the legislation for registrations, evaluation, authorisation and restriction of Chemicals (REACH) and the legislation for classification, labelling and packaging of chemicals (CLP) in the Directorate General for the Environment. He leads the development of European legislation with regard to hazard and risk for human health and to the environment from chemicals. He also oversees guidance and monitors the implementation of the CLP and REACH regulations.

He has a PhD in environmental toxicology from the University of Metz (France), he is an engineer from the National School for Water and Environmental Engineering of Strasbourg (France), and was for 8 years a member of the Scientific Committee to the United Nations Environment Program’s Stockholm Convention on Persistent Organic
Pollutants, where he was the drafter on risk management and risk profile dossiers for several industrial chemicals and pesticides. Dr. Bintein was also a member of the Chemicals Management Plan (CMP) Science Committee of the Government of Canada between 2014
to 2017.
